PANAJI, Dec 7: The state election commissioner, Mr Prabhakar Timble, has by a notification issued here today added more conditions to ensure free, fair and smooth elections to the village panchayats to be conducted on January 20, 2002.

panaji, dec 7: the state election commissioner, mr prabhakar timble, has by a notification issued here today added more conditions to ensure free, fair and smooth elections to the village panchayats to be conducted on january 20, 2002. this notification comes in view to curb the extravagant use of money power and other wasteful expenditure by candidates or their workers, supporters.

the state election commissioner has prohibited of certain forms of canvassing such as defacement and spoiling of public or private property including buildings by pasting of posters, writing slogans, painting symbols, erecting flagstaffs, suspending banners without the permission of the owners. further, propaganda through advertisements in the newspapers, electronic media or in the form of hoardings on public roads, streets and public transport vehicles had been prohibited. the use of vehicles fitted with loud speakers for propaganda on the road is not allowed though loudspeaker could be used for public meetings or corner meetings after obtaining valid permission from the concerned authorities. however, vehicles should not form a part of public processions though bicycles have been allowed. the election pamphlets, posters, handbills, leaflets should bear the name and the address of the printer/photocopying firm computer firm and the publisher along with the number of copies printed.
